Inmates Participating in Evidence-Based Recidivism Reduction (EBRR) programs will receive monthly free phone minutes.

Those who do not must pay for those services.

As an incentive for participating in Evidence-Based Recidivism Reduction (EBRR) programs, all participants will receive 300 free phone minutes each month at no charge for that month’s cycle. The usage is limited to 30 minutes per day. However, collect calls or prepaid collect calls will be deducted from their monthly minute limit.

The BOP is considering increasing the monthly phone call minutes allowed for FSA incentive earners to a maximum of 510 minutes.

Implementing the First Step Act (FSA) is not progressing as smoothly as the law intended. Allowing adults in custody (AICs) to maintain contact with their families is crucial for rehabilitation. It helps ease their transition back into society, and these connections with the family provide opportunities to strengthen bonds and are essential for securing housing and employment after incarceration. Additionally, the Bureau of Prisons (BOP) faces pressure from organizations such as the American Civil Liberties Union to keep inmates in institutions longer than what the First Step Act permits.

**Non-FSA Incentive Earners:**

Individuals who do not qualify for the FSA phone incentive will be responsible for covering their own phone usage costs. When making direct dial calls, users will hear an audible notification of the applicable per-minute rate (for example, $0.06 per minute for domestic calls; international rates will be set according to Federal Communications Commission regulations).
